Season 1[]

Bob Johnson[]

Bob Johnson is one of the criminals who was chased and captured by the Heroes in Episode 1.
Bob is the criminal that manages to escape getting arrested by Dragon Kid when she stops the taxi and electrocutes the front seat. He hijacks a Poseidon Line train, then escaping from it by jumping onto a blimp when Wild Tiger attempts to arrest him by forcibly stopping the train. Bob then tries to hijack the blimp, and launches a rocket at Sky High when the hero attempts to get close. As the blimp starts going off-course due to the chaos he's caused, he pleads for Sky High to save him, and rejects the idea of Wild Tiger doing so. Wild Tiger briefly apprehends him, but Bob eventually breaks free once they've both landed on the ice created by Blue Rose and attempts to shoot Wild Tiger to no effect. With that plan failing, he attempts to run after and shoot Blue Rose instead. While she unleashes her Cutie Escape, Wild Tiger attempts to re-apprehend him, but fails to do so as his Hundred Power ends. Barnaby Brooks Jr. comes onto the scene to rescue Wild Tiger, and then properly apprehend Bob by removing the ice below him with a kick, grabbing him and then throwing him onto the ship deck.
He is then shown getting properly arrested on TV with his co-conspirators.

He is later killed by Lunatic in Episode 6 in his cell, after recounting the kidnapping and murder of a child with Harry and Jack.

Harry Gonzalez[]

Harry Gonzalez is one of the criminals that was chased and captured by the heroes in All's well that ends well.


Jack Brown[]

Jack Brown is one of the criminals that gets captured by the heroes in All's well that ends well.
He's in the passenger seat of the van and attempts to shoot at Fire Emblem in their vehicle. After the van is stopped by Rock Bison, he then drives a stolen taxi for the brief minute he can. He is electrocuted and apprehended by Dragon Kid after she stops the Taxi by landing on the hood. The last he is seen in the episode is when he's getting escorted into a Police Van, handcuffed in a chain with his co-conspirators.
He is later killed by Lunatic in Episode 6.

Bomber[]

The unnamed Bomber first seen in Episode 3 was responsible for planting a bomb atop one of the Elevators. He's spotted leaving the elevator by the HeroTV Crew as well as Wild Tiger and Barnaby. He tells them he just finished 'fixing' it.
He is then seen again in Episode 6 where he operates a mech and attempts to kill Wild Tiger for being a witness to the planting of the bomb; getting Fire Emblem involved by catching them in the crossfire, and Barnaby later comes to help his partner out with the threat. After failing to rid of Wild Tiger, he departs to deal with Agnes and the formed trio of heroes get into their suits and go after him. After the heroes stop him from killing Agnes in the mech, he is revealed to be a member of Ouroboros as its symbol is tattooed on the back of his neck. Before Barnaby can get any information out of him regarding Ouroboros, Lunatic kills him by striking him down with flames. Due to being a member of Ouroboros, it is likely he had some kind of NEXT power, just one unsuitable for direct combat.

}} Pauly is a Criminal NEXT that appears in Episode 5. He is a wealthy man with a greedy disposition. If something he wants isn't for sale, he'll steal it. Usually able to acquire whatever he wants, he has a selfish and somewhat childish personality. He is helped by his two butlers/henchmen Richard and Walter. He especially loves diamonds, which may be related to his power.
He successfuly steals the (poorly guarded) Tears of Hercules before making off to find his getaway ride. Along the way to find it, he winds up accidentally stumbling into the staged 'birthday crime' that some of the heroes set up for Barnaby Brooks Jr. The heroes present confuse him for Sky High due to him saying something from his part of the script. He breaks up the party by firing a real gun before escaping in his getaway car being driven by his butlers.

Once in the car, attention from HeroTV is drawn towards him and he activates his powers.

After his butlers have been taken out by Sky High and Blue Rose, he faces Wild Tiger and Barnaby alone. While initially their attacks deal almost no damage to his diamond skin, they manage to break through with a synchronised Good-Luck Mode attack. Before he can try crawling away, Wild Tiger grabs him and then offers Pauly's arrest as a Birthday Present to Barnaby, which the blond hero awkwardly accepts as a gift.


Benoit Depardieu[]

Benoit Depardieu (ブノワ・バルデュー) is a serial killer who has assaulted and murdered nine women in the past two years. Due to his victims only being women, he is feared and known as the "Lady Killer".

After a civilian reported seeing him, the city's Administration of Justice planned to have the heroes find him before Lunatic could. He appears to target women at strip clubs, paying them in large bills and asking if they want "a spanking." His weapon of choice is a whip which can generate an electric charge.

Kotetsu encounters and confronts Benoit when the latter has a woman cornered on a rooftop. Unfortunately, Kotetsu's powers run out and Benoit escapes after significantly injuring him and mocking him. Later, at Benoit's usual strip club hunt, Lunatic shows up - who is initially mistaken to be one of the heroes by Benoit - and kills him despite Benoit's pleas for mercy.

Other named criminals[]

Mr. Big is a criminal that wears a pig mask and appears in Episode 4. He stole a tank and several weapons, but is ultimately apprehended by Dragon Kid after being cornered by Wild Tiger, Barnaby Brooks Jr. and Blue Rose.

Richard and Walter are Pauly's butlers. They are seen in Episode 5. They assist Pauly commit theft by driving the getaway car. When Pauly has his eyes on the Tears of Hercules, they initially protest, since he they think he has 'enough' diamonds already.

Sky High first sends a blast of air at the car (after berating the criminal trio about Barnaby's birthday skit being ruined due to them) and the three escape via jetpacks. The trio get stopped and distracted by Barnaby and Wild Tiger appearing at the scene. While Pauly and and Walter fly off, Sky High grabs Richard who fails to fly off in time.

After landing, Walter is quickly cornered and then pinned to a wall with a blast of ice by Blue Rose.

(ベンジャミン) Was a member of Ouroboros that was arrested on count of murdering 20 women. Barnaby tried to question him about 'the symbol' and all Benjamin said in response was "Ouroboros".

Due to him being a NEXT felon, he was placed in a special prison cell where his NEXT powers are nullified. While serving his 250-year sentence, he was diagnosed with a mental illness and later died. It is not known what his powers were.

Azucar is one of the criminals that Barnaby finds the records of while he's searching for Ouroboros in Episode 10. She was arrested for extorting and murdering men for money to live lavishly. She is currently alive and serving time in prison.

Cloud Carter is one of a group of heavily-armed criminals who barricaded themselves inside a former church site in the downtown area in Episode 7. Lunatic burned most of the criminals to death despite the heroes having arrived to make an arrest, but Carter survived and was admitted to the Stern Medaille Police Hospital in critical condition.

Strangely, he's one of the few characters to have a full D.O.B.

Mr. Clown appears in Spare the rod and spoil the child having taken Scarf Girl as a hostage. The news reports that he's been referring to himself as that name and that he's an armed robber. He's initially cornered by Blue Rose, but fends her off by firing a gun. Dragon Kid then comes into the scene to electrocute him and make the arrest.

Mr. Hopper (Mr.ホッパー) is the criminal Wild Tiger and Barnaby are chasing at the start of Truth lies at the bottom of a well. He has multiple robbery charges (including home invasion) and one kidnapping charge. Lunatic attempts to kill him, but Barnaby is able to secure him before Lunatic can make a proper move. Mr. Hopper thanks Barnaby for capturing him, voicing it as being a better outcome than dealing with punishment from Lunatic.
